Spencer has spent over 25 years as an engineering consultant serving electric, gas, and water utilities and large companies for resource management programs. Prior to starting his own consulting firm in December 2022, he was Vice President at Willdan where he oversaw technical and engineering activities related to the California energy efficiency programs. He brings technical expertise to the District along with executive business experience. He is a licensed mechanical engineer in the state of California. He also serves on the Sonoma Clean Power Community Advisory Committee where he is the Vice Chair

Timber Cove County Water District is fully committed to providing accessible facilities, elements and
channels of communication to all members of the public. As part of this commitment, Timber Cove County Water District
